He directs project managers and survey coordinators in all aspects of land surveying, is responsible for developing new market opportunities, as well as advising staff on technology, education, safety, accuracy and industry requirements and standards.
Hugh began his career in 1968 as a City of Dallas survey crew member. From 1979 to 1988, he was Survey Manager and Field Operation Manager at Powell & Powell Engineers. He is extremely proficient in all areas of surveying and management, including design/construction surveys, boundary/ALTA surveys, topographic surveys, right-of-way mapping, utility location and legal descriptions.
From 1989 to 1999, Hugh served as District Survey and Right-of-Way Mapping Manager at Texas Department of Transportation, where he was the sole practicing Registered Professional Land Surveyor for the seven-county Dallas District. He prepared and managed all professional surveying contracts with consultants, including surveying, parcel plats, legal land descriptions, right-of-way maps, as well as design and construction surveys for various projects throughout Texas. He also served as Chairman of the Dallas District GIS Committee as an instructor for two separate in-house design classes, and was appointed to the Standing Committee on Surveying for the Texas Department of Transportation, where he co-authored the TxDOT Survey Guide. In addition, Hugh brings intimate knowledge of the Handbook of Safe Practices, the Texas Manual on Uniform Traffic Control Devices and the TSPS Manual of Practice for Land Surveying in Texas.
Hugh’s project background includes hundreds of conceptual layouts, grading design, street and roadway design, water and sanitary sewer systems, storm drains and channels. He has performed topographic and boundary surveys of more than 1,200 acres and completes horizontal and vertical control for aerial photography that, on average, equals more than 150 miles per year. Municipal boundary projects include Texas Department of Transportation, North Texas Municipal Water District, the City of Dallas, Dallas County and Dallas Independent School District.
